Actually, in Manitoba, bicycles aren't vehicle traffic. The Manitoba HTA excludes from its definition of vehicle "[any] device designed to be moved solely by human muscular power" (C.C.S.M. c. H60 s. 1(1)).
That law in Manitoba seems confusing since bicycles are vehicles. The fact that no one considered that in creating the law might suggest a true lack of bicycle awareness and culture. Or it was just bureaucracy. I don't want to be melodramatic.

Those signs might be worth a try in TO....
